The four pivotal initiatives address the pressing issues of our time, offering viable pathways and robust support for building a community with a shared future for humanity. Rooted in the rich historical experiences of the CPC’s century-long struggle and infused with the wisdom of China’s traditional culture, these initiatives are expected to unite the world in the pursuit of common progress and stability. To offer a deep understanding of the four global initiatives, and elaborate on their significance on a global scale, the Global Times has launched a series of articles.
Recently, the Global Times, Brasil 247, and the Chinese Embassy in Brazil have jointly organized an online dialogue titled "Global South Dialogue: The Global Governance Initiative and New Visions for Cooperation," inviting Chinese and Brazilian guests to discuss these issues. Below are highlights from the speech of Paulo Nogueira Batista Jr., former executive director of the International Monetary Fund and former vice president of the BRICS Bank.
The Global Governance Initiative responds to growing dissatisfaction and concern over the inefficiency and mounting deficits of the global governance system. What China is doing - upholding multilateralism and promoting reform in global governance - reflects respect for national sovereignty, international rules, and the pursuit of global peace, stability and shared development.
The Global Governance Initiative aligns closely with the purposes and principles of the United Nations Charter. One key word in the initiative is "global" - China’s response to the question of how to reform and improve global governance amid a turbulent international landscape where the law of the jungle often prevails. This is exactly what the current global system urgently needs.
In fact, even before the "law of the jungle" took hold, the international order had already been disrupted by the US and other Western countries. The existing global governance system can no longer adequately represent an increasingly multipolar world.
I served as Brazil’s executive director at the International Monetary Fund (IMF) for eight years. During that time, we were unable to meaningfully advance reform. Countries of the Global South have become increasingly frustrated with the injustices and irrationalities embedded in the current international order - which is precisely why China’s Global Governance Initiative has been widely welcomed.
Western countries, which have long dominated the international order and its major institutions, lack the will and incentive to pursue reform. This makes the task of steering global governance toward greater fairness and equity particularly difficult.
Nevertheless, countries of the Global South will unite and work together pragmatically to promote reform of major international institutions and the global governance system as a whole.
Countries around the world are increasingly dissatisfied and angered by the actions of Western powers that undermine global prosperity and stability, harm the interests of others, and ultimately serve no one’s benefit.
The Chinese people have firmly chosen to stand on the right side of history and the side of human progress, following a path of peaceful development and working hand in hand with peoples of all countries to build a global community of shared future. This position has earned China broad recognition and support.
For instance, in response to the resurgence of "climate change denial" in certain countries, China has consistently emphasized the need for the international community to jointly address climate change and work together to protect the planet.
To address global challenges - including climate change - and promote reform in global governance, China should coordinate positions and strengthen cooperation with other countries, especially those of the Global South, in order to achieve faster and greater progress.
