Chinese Minister of Commerce Wang Wentao and Minister of International Cooperation and Promotion of Public-Private Partnerships of the Republic of the Congo Denis Christel Sassou Nguesso on Tuesday signed an arrangement on the early outcomes on shared development of an economic partnership between the governments of China and Congo in Shanghai, according to a statement published on the Ministry of Commerce (MOFCOM)’s website on Wednesday.
This move marks an important step in implementing the zero-tariff policy announced by Chinese top leader. It is also a concrete action to advance the spirit of the Third and Fourth Plenary Sessions of the 20th Communist Party of China (CPC) Central Committee and to expand China’s self-initiated opening-up, according to the statement.
The arrangement serves as a key measure to deliver the outcomes of the Forum on China-Africa Cooperation Beijing Summit and to build a China-Africa community with a shared future in the new era. It opens a new chapter in China-Congo economic and trade cooperation, according to the statement.
Congo is the first African country to sign such an early harvest arrangement with China. Under the arrangement, China will grant zero tariffs on 100 percent of tariff lines for Congolese exports, while the Congolese side will further open its market to Chinese goods.
Going forward, China will actively advance negotiations with other African countries on the Agreement on Joint Development of an Economic Partnership, implementing the zero-tariff policy covering 100 percent of taxable items for all African countries which have diplomatic relations with China. This will help African nations benefit from China’s vast market and broad development opportunities, while providing long-term, stable, and predictable institutional support for China-Africa trade and investment cooperation, the statement says.
